Does the 1-hour thing count if it's an hour when you drive 80mph down the freeway at 1am?

My inlaws live 20 min. away from Max Miller's hometown and their vacation home is 10 min. away from Elk Rapids, MI which was on the neighbor's hat (when he was telling the boys about how abusive Max's family was.)
