Yeeeeeah I don't think Billie was foreshadowing anything. Considering Cas's "cosmic consequences" still haven't come to pass (unless Billie becoming Death was the consequences...but Cas got off scot-free?)

The problem with the ensemble cast is -- putting aside those of us who watch for the brothers and always have -- is that the format of the show doesn't support it. Because most of the cast can only be in a handful of episodes, it really ends up becoming more of an anthology show. This week it was the Cas + the Mary and Jack show. Last week it was the Lucifer and Ketch show. And the Rowena show before that, and the Donna show before that. And unless you love every single one of these characters, you're out of luck a lot of the time; you won't see your favorites, or even get a mention of them, for episodes and episodes.
