Sam admitted in the panic room S4 that a lot of his motivation for "wanting Lilith's head, raw and bloody" was revenge for what she did to Dean. So he turned himself into a monster to kill Lilith, and started the apocalypse. And it took Dean most of season 5 to forgive him for it. Dean was so ashamed and disillusioned with him that he spent the whole season punishing him for it and he had to drop himself into the cage, forever, to redeem himself.

So, no, Sam didn't want to make the same mistakes again. The next time Dean died (yes, folks, going to Purgatory means he died) Sam listened to Dean and let him go, 'cause he was sure that's what Dean would have wanted; it's what Dean said over and over in the previous six seasons, that he wanted. And he sure wouldn't want to let Dean down again. Not after last time.

So Dean is resurrected from Purgatory and - lo and behold - Sam's let him down again. Damned if he does, damned if he doesn't.

What show doesn't seem to realize was their mistake wasn't that Sam didn't look for Dean, it was their total failure to make Sam's reasons apparent to the viewers. Because, at the time, they'd got this cute idea that the show was Sam's story seen from Dean's point of view. And, what didn't help was that they changed Dean's character in the process:

I'm still the same person, Dean!

Good for you. I'm not!


So we've been seeing Sam from the pov of an utterly self-centred dick. So now show is trying to appease fans' anger at Sam's behaviour by having Sam show remorse, when what they should be doing is showing his point of view and having Dean understand and accept it.

This is my greatest source of anger with the current show. For the sake of manufacturing drama and conflict, they've sold both of the original characters down the river, not to mention the entire moral thrust of the first five seasons.
