Crowley was trying to get to Gadriel's programming which just happened to be a painful procedure. Compared to what Cas and Uriel compelled Dean to do to Alastair, that was them trying to get information out of him through the application of pain. Which is very different.
Admittedly I wouldn't put it past Crowley to string it out a bit so he could get off but no matter how torturous an experience it might have been, I don't view it as torture.
I don't think I've ever used the word torture so much before and kinda hope I never have to again.
